Punjab Assembly Passes Resolution to Ban Concerts in Educational Institutions

LAHORE: The Punjab Assembly has passed a resolution seeking a ban on organising ‘objectionable’ music concerts in private and public academic institutions.

The move comes weeks after three students were killed in a stampede at a concert in Lahore.

The resolution is among eight presented on Tuesday, which has been specified as a private members’ day. Five resolutions were passed, two are pending while one was disposed off.

Seemal Kamran, an MPA from the opposition Pakistan Muslim League-Quaid, moved the resolution against concerts. Deputy Speaker Rana Mashhood asked Punjab Law Minister Rana Sanaullah Khan if the treasury members opposed the resolution.

Sanaullah replied in the affirmative, after which Kamran was asked to argue the merits of her resolution.

“Pakistan is an Islamic republic and permitting music concerts to take place in public and private educational institutions is against the morality and ethics of Islamic culture,” Kamran said. “When I was in college, our teachers questioned us over [inane things like] long and coloured nails. These days, institutions have done away with this kind of discipline in the name of ‘moderation’.”

She asked the house which rules allowed such concerts to be organised. “Academic institutions are using these concerts as opportunities to publicise their branches.”

Citing the unfortunate deaths earlier this month, she demanded that the resolution be passed for the sake of a secure future for our children.

After hearing her arguments, Sanaullah said that the government cannot impose a blanket ban on concerts as many of them include national songs etc. Therefore, he suggested, the word ‘objectionable’ be added to the resolution and lent his support if that amendment was made.

The resolution was then unanimously passed after Kamran agreed to Sanaullah’s suggestion.

During the debate on the resolution, the law minister claimed that the media had downplayed the incident where three girls died in a concert organised by a private college, which is owned by the same group that runs a popular nationwide news channel. “If the same incident had occurred in a concert organised by a government college, media would have been severe in its criticism. The media has set a precedent that if someone wants to smoothly run a business, they can conceal misconduct by also running a channel or newspaper on the side.”

Meanwhile, speaking to reporters outside the Punjab Assembly, Pakistan Peoples’ Party’s Deputy Parliamentary Leader Shaukat Mehmood Basra said that the resolution should not have been passed as no one had defined the word ‘objectionable’ or what is in the ‘national interest’.

Blue passports

The house also passed a resolution seeking a blue passport Gratis for members of provincial assemblies along the lines of those issued to members of the National Assembly and Senate.

The resolution, which was moved by PML-Q’s Samia Amjad on behalf of her party colleague Samina Khawar Hayat, seeks that the federal government issue the passports.

Meanwhile, PML-Q Parliamentary Leader Chaudhry Zahiruddin Khan moved a resolution that recommended that federal government issue funds for SCARP projects in Punjab. Under the project, the federal government has to issue funds for installation of tube wells in areas where water is saline. The house approved this resolution as well.

Two other resolutions were passed. One resolution, moved by PML-Q’s Chaudhry Aamir Sultan Cheema, sought establishment of waiting rooms in all public hospitals. The other, introduced by Humaira Awais Shahid (also from PML-Q), supported the formulation of a comprehensive policy on controlling population.

Pending resolutions

Debate on a resolution, moved PML-Q’s Amna Ulfat and seeking a ban on the screening of Bollywood films, was put on hold as Sanaullah said that after the 18^th amendment, the subject was of provincial significance and the Punjab government is working on legislation on the matter.

Another resolution was introduced by Ziaullah Shah, seeking construction of boundary walls around all graveyards and abolishment of black magic and kafan theft, was also pending as many members presented amendments for it. MPA Samia Amjad said that there should be a law sentencing black magicians to death while Shahid said that they should be banned from advertising in newspapers.

The session was adjourned till Wednesday.

House resolutions

Security for concerts: Facing the crowd

In the aftermath of the Alhamra tragedy, experts share their opinions on the best ways to improve security. GRAPHIC: MAHA HAIDER

KARACHI: “When I heard the news, I was baffled, speechless and flabbergasted. The incident itself was pretty shocking but the fact that it was my concert made it even harder to believe,” says Lahore-based singer Annie Khalid who performed at Alhamra Cultural Complex last week. “During the concert, I was walking around the arena, interacting with crowd; it’s so unfortunate because maybe for a moment, I saw one of those girls or shook hands with the ones injured.”

Khalid performed at the all-girls concert, held by the Punjab Group of Colleges, in which three girls were killed due to a stampede following the concert. The news of the tragedy received national coverage, as organisers and the government, have been blamed for the lack of security and preparation to handle the capacity of the crowd. Khalid, equally stunned by the calamity, has maintained that a better crowd-management strategy should have been in place. “Maybe they could’ve given a gap between letting people out.”

Meanwhile, Khalid explains that fan reactions can range from people flipping out to screaming and taking pictures, “Female fans tend to always scream and shriek, while male fans can have a more intimidating reaction which can, at times, include grabbing or pulling.”

However, speaking of her own experience at the concert, Khalid said that the crowd was surprisingly very well-behaved and energised. “All-boys concerts tend to get a little bit more rowdy but all-girls concerts are always civilised and well-behaved,” adds Khalid.

Her manager Faisal Khan, who has considerable amount of experience in the music industry as he managed the band Roxen as well, explains that at international events, there is always a medical staff and a team of attendants on duty so that in case something goes wrong, they have the situation under control. Khan believes that anyone planning an event this big should leave some space, that is, if the venue had a crowd capacity of 20,000 people, only 15,000 should be allowed in.

Meanwhile, Entity Paradigm (EP) bassist and manager Hassaan Khalid, who is familiar with the logistical aspects of AlHamra after having performed there repeatedly, claims that security is the last thing on organisers’ minds due to the mounting costs. “Bands such as Junoon or Awaz had many issues because the scale of their shows was such. The reality is that event management is not an easy task when there are thousands of people involved.”

Event management company Elysium Entertainment’s CEO Mukarram Jamil, who has organised several major concerts across the country, believes that crowd-control is the most essential aspect of holding a big concert. “The most important thing is monitoring how people are let out of the stadium,” he says while adding that in the past he had used techniques such as partitioning off areas so that people are released in sections. Additionally, Jamil also said it’s also important to make sure that there are enough exits.

Insiders have said that the school had chosen to use its own security rather than AlHamra security which is a slightly more experienced in dealing with a crowd that big. “However, the incident has to be looked into more carefully because a disaster like this at a private event is rare,” Jamil adds. Thus far, 10 people have been arrested and other events and concerts organised by the university have been postponed till the incident is looked into.

International rules for large gatherings

• Determine the expected number of people and plan the event at a facility of sufficient size.

• Analyse similar events at the venue to find if there were any significant problems.

• There should also be an adequate number of volunteers or security personnel who can take appropriate steps and can immediately respond in case of troublesome situations.

• Using crowd-control products such as stanchions and velvet rope can help people stay in lines. If you need to separate areas for privacy and security reasons, barricades can also be used.

• To avoid overcrowding, the number of people should be monitored. Once the maximum capacity of the venue has been reached, no further entry should be allowed.

Meera to marry Pakistani-American pilot

Lollywood actor Meera has announced that she is marrying a Pakistani-American Naveed Shehzad, Express News reported on Sunday.

Meera, who recently adopted two baby deer in order to raise awareness about animal rights, is likely to get engaged to Shehzad – an airline captain on February 19 in Lahore, sources said.

“Shehzad is a family friend and I will be getting engaged to him on my family’s insistence,” Meera said.

As reported earlier, the Lollywood diva and veteran actor-turned-director Reema Khan married US based Pakistani cardiologist Dr Tariq Shahab on November 19, 2011. The nikkah took place at a court in Virginia, during which the actress wore a green outfit designed by Hasan Shehryar Yasin.

While talking to the media Reema had advised girls to follow her example and abide by their parents’ decision concerning marriage.
